वह 60 का दशक था, जब भारत में सोना, चांदी, इलेक्ट्रॉनिक्स, कपड़ों, शराब, सिगरेट वगैरह की इफरात में तस्करी होती थी। अगले चार दशक तक देश में तस्करी साम्राज्य खड़ा हो गया था। ढेरों स्मगलिंग गैंग बन गए। हजारों करोड़ की समांतर अर्थव्यवस्था बन गई। भारत में हिंसक संगठित गिरोह की नींव पड़ी। इसके खिलाफ सबसे धारदार और ताकत के साथ कस्टम्स ने लड़ाई शुरु।

1962 में महाराष्ट्र के छोटे से गांव के एक चतुर, निडर, दुःस्साहसी युवक काजी एस कमर का कस्टम्स में आगमन हुआ। मुंबई में खतरनाक तस्कर गिरोह के बीच काजी कमर के लिए काम करना बेहद चुनौतीपूर्ण था। अदम्य साहस, बुद्धि और योजनाबद्ध तरीके से काम करते हुए काजी कमर ने 40 साल देश सेवा की। काजी कमर की खतरनाक गिरोहबाजों करीम लाला, वरदराजन मुदलियार, हाजी मस्तान, युसूफ हीरो, दाऊद इब्राहिम, टाईगर मेमन, गुजरात व दमन-दीव के सुकुर नारायण बखिया से सीधी भिड़ंत हुईं।

उन्होंने कई सौ किलो सोना-चांदी बरामद किए, कई ट्रक तस्करी के कपड़े जब्त किए, सैकड़ों विदेशी घड़ियां कुर्क कीं, उनकी बहादुरी के चर्चे पूरे देश में होते। काजी कमर ने ड्यूटी निबाने के चक्कर में 12 साल के छोटे से बेटे को भी मुखबिर के साथ बंदरगाह में जहाज की पहचान करने भेजा, जिसमें तस्करी का माल भरा था। दाऊद और करीम लाला के खास गंडे खालिद पहलवान को गिरफ्तार करने और सोना बरामदगी का किस्सा निराला है। एक महिला नेता के खिलाफ सोना तस्करी का मामला बनाया, तो उसके बैंक लॉकर से अश्लील साहित्य का जखीरा निकला। एक पत्नी द्वारा पति के खिलाफ सोना तस्करी की मुखबिरी कर जेल भेजने, पुणे में प्रेमिका ने दगाबाज प्रेमी से बदला लेने के लिए कार से चांदी तस्करी का भंडाफोड़ किया, एक मां-बेटे से तस्करी का सोना बरामद तो किया लेकिन तस्करों ने बेटे को दवा के बदले जहरीली गोली देकर जेल में मरवा दिया।

ऐसे ही सैंकड़ों कारनामे और किस्से हैं, जो किसी फिल्मी कहानी के मुकाबले अधिक रोचक और मनोरंजक हैं। इस किताब में ऐसे ही दर्जनों किस्से शूमार हैं। उनकी जिंदगी के अनछुए पहलू सामने आते हैं, कस्टम्स और डीआरआई के तौर तरीके समझे जा सकते हैं, उस दौर की तस्करी का हर राज खुल कर सामने आता है।

Over the next four decades, a vast smuggling empire took shape across the country. Numerous smuggling syndicates emerged, giving rise to a parallel economy worth thousands of crores and laying the foundation of violent organized crime in India. Standing firmly against this menace, Customs launched one of the fiercest and most determined battles.

In 1962, a sharp, fearless, and audacious young man from a small village in Maharashtra — Qazi S. Qamar — joined the Customs Department. Working in Mumbai amid dangerous smuggling cartels was an extraordinary challenge, but through indomitable courage, sharp intelligence, and meticulous planning, Qamar served the nation for nearly forty years. He confronted notorious criminal syndicates and kingpins such as Karim Lala, Varadarajan Mudaliar, Haji Mastan, Yusuf Hero, Dawood Ibrahim, Tiger Memon, and Sukkur Narayan Bakhia of Gujarat and Daman–Diu.

Qamar led the recovery of hundreds of kilograms of gold and silver, seized truckloads of smuggled textiles, and confiscated hundreds of foreign watches, earning nationwide acclaim for his bravery. So relentless was his devotion to duty that he once sent his twelve-year-old son, along with an informer, to identify a ship at the port laden with smuggled goods. His arrest of Khalid Pahalwan, a trusted aide of Dawood Ibrahim and Karim Lala, and the ensuing gold seizure remains legendary.

Equally astonishing are episodes involving a female political leader exposed in a gold-smuggling case, whose bank locker revealed a cache of obscene literature; a wife who informed against her husband, sending him to jail for smuggling; a lover in Pune who exposed silver smuggling from a car to avenge betrayal; and a tragic case where gold was recovered from a mother and son, but the smugglers ensured the son’s death in prison by poisoning him under the guise of medicine.

These are just a few among hundreds of such extraordinary exploits, more gripping than any cinematic plot. This book chronicles dozens of such riveting accounts, unveiling unknown facets of Qazi Qamar’s life, decoding the working methods of Customs and the DRI, and laying bare the secrets of smuggling during that era with rare clarity and intensity.
