Born in Baramulla, Kashmir, in 1913, he took BA (Hons) from Punjab, L.L.B. from Allahabad and Master of Laws from London University. He also passed the I.C.S. competitive examination in London in 1936 and served in UP before Independence. He was selected by Pt. Jawaharlal Nehru, the first Prime Minister of India in July 1947, for the newly created Indian Foreign Service. He had the unique distinction of representing India in all the major capitals of the World-London, Moscow, Washington, Paris and Peking, His four years as Foreign Secretary brought him in close touch with leaders and statesmen the world over, especially in UNO, NAM, and Commonwealth of Nations. He breathed his last on 16th January, 2000.
