ABOUT THE AUTHOR:- Dr. C. Nagaraja Rao received his M.A. degree (1980) and Ph.D. (2010) from S.V.University, Tirupathi. Rao served as Deputy Field Officer (Tech) in the Directorate General of Security, Government of India (1976-78). He joined the Government of Andhra Pradesh as Municipal Commissioner in 1979 and served in various capacities till his retirement as Additional Director. His published papers include Urban Initiatives in Andhra Pradesh; Urban Poverty Alleviation in A.P.; Group Economic Activities in A.P.; Urban Finance-Revenue Improvement Action Plan and Housing for All-The Indian Context, (Metropolitan Thematic Conference on Sustainable Urban Development, Montreal, Canada, October 2015). His other works include Dr. S. Radhakrishnan, his Life and Works (1986), Spiritual Culture of India and Other Essays (2001), Accountability of Urban Local Governments in India (2007).
